Per T305238: Decommission the UploadWizard* instruments, the following tables should be dropped:

uploadwizardtutorialactions
uploadwizarduploadflowevent

@phuedx Should we also remove the current tables and data in the event database? There doesn't seem to be much there anyway :)

@MarkTraceur, as the manager for the team that owned the instrument, could you confirm that these tables can be dropped?

Yeah, it should be okay to drop the tables at this point. I don't see much need to keep them around.
