It seems ens5 was somehow renamed to ens13 making it so networking could not pick up the static settings.

Reconfiguring /etc/network/interfaces to use ens13 and rebooting the host appears to have rectified the issue. After startup, T273026 appeared but was cleared with systemctl reset-failed. Puppet was successful at catching up the configuration and the node has rejoined the cluster.
