scripts version is no longer checked against framework version
Due to T282766 a warning should be shown if pywikibot.version is behind scripts.version. This check is no longer done. The reason is that i18n imports scripts package to verify whether the scripts.i18n is available which was introduced with rPWBC6eae097 due to T275981
