Description

This task involves the work with modifying wgMFMobileFormatterHeadings to improve support for section collapsing.

Doing the above will increase the likelihood that MobileFrontend and the suite of enhancements the Editing Team is making to mobile talk pages (T305655) will work well together.

Description of changes

Add wgMFMobileFormatterHeadings to toggling.js to improve support for section collapsing.

We talked with editing team about this one and are happy to defer to them.
We don't seem to use this configuration in production:

so I think it would also be acceptable to remove the code if needed.
