The convention for citation templates names is to use lowercase: {{cite book}}. But sometimes editors use uppercase {{Cite book}}. This can erroneously create different countings for the same template. Case should be ignored to correct this error.
Comments in the name of citation templates <!--...--> should also be ignored for the same reason, as it was pointed out in T299346.
