Cloud VPS "wikilabels" project Stretch deprecation

Description

The end of life of Debian Stretch is approaching in 2022 and we need to move to Debian Bullseye (or Buster) before that date.

All instances in the wikilabels project need to upgrade as soon as possible. Instances not upgraded by 2022-05-01 may be subject to deletion unless prior arrangements for an extended deadline has been approved by the Cloud VPS administration team.

I brought up wikilabels-02 (stretch instance) temporarily to get https://labels.wmflabs.org/ back in shape, we need it to retrain a model. We'll shut it down as soon as we are done, already working on wikilabels-03.

Ok the 02 (stretch instance) is down, now the web proxy points to the new buster instance. I took a backup of all the homes of the 02 instance and copied it to my home dir on the 03 instance.

We'll test the new instance and then deleted permanently the other one.
