Install wget2 on Toolforge hosts

Description

sudo apt-get install wget2

I want to use multithreaded downloads to speed up a script.

Although the https://wikitech.wikimedia.org/wiki/Portal:Toolforge/Tool_Accounts#Maintainers page says I can sudo, but the sudo command always rejects my developer account password (on toolsadmin.wikimedia.org).

No, it says that maintainers can sudo to a tool account. You don't have general sudo access.
