Reason: This is a follower of T306082: Cloud VPS "mwoffliner" project Stretch deprecation. We need to recreate all our VMs because of the deprecation of the deprecation of Debian strech and buster. But we can not create VM anymore with so much disk like they had, therefore we need to create external volumes but we have no quota for that. We need in total 1.4TB of quota to have the same as before.

@Andrew I guess you have been somehow fooled by the fact that there is already a quota existing for the volume, and mwcurator has already been recreated without quota.
