Per https://wikitech.wikimedia.org/wiki/Maps/External_usage, please allow Wikimedia Maps to be used on a private project for an university.
ATCSimROS is free software based on the ATCsim project , created for a
final project of the Aerospace Engineering at URJC (Madrid).

If you only want to use the map service in a private project, it is better to set up a proxy to maps.wikimedia.org instead.
