The current main (hamburger) menu contains 14 items. Many of these seem only useful for a really small amount of visitors. Why do common users need to be able to go to the audit logs or the API docs?

I would suggest moving all the items currently in the hamburger menu to the footer (the same place the CC zero license is linked from) as text links, except for these menu items:

• Add or remove tools
• Published lists (why not call this simply 'Lists'?)
• Documentation

When T306544 is resolved the homepage link can be removed.
