Location templates for Commons photos contain no link to any map of photos containing the camera heading. The tool Wikishootme displays photos as simple points without heading, as well as the link to OpenStreetMap. The former map tool displaying photos with camera heading is unavailable.

- a clear and complete list of exact steps to reproduce the situation, step by step, so that nobody needs to guess or interpret how you performed each step,
- what happens after performing these steps to reproduce,
- what you expected to happen instead,
- a full link to a web address where the issue can be seen.

Yes. See my last comment. Lack of any example links and steps to reproduce makes it way less likely that anyone will look into this and try to reproduce.
I still do not understand what is not clear to you in the brief and unambiguous description of the problem. It the problem constists in the fact that there is no available map of photos containing the camera heading, what do you want to reproduce?
- I look for any map of photos from Commons containing the camera heading, using links available at the Commons file page containing {{location}} template with coordinates.
- I found only maps without camera heading of photos (e.g. Wikishootme examples: https://wikimap.toolforge.org/?wp=false&cluster=false&zoom=16&lat=050.409327&lon=0014.901325, https://wikishootme.toolforge.org/#lat=50.409327&lng=14.901325&zoom=15)
- I expected that I find some map of photos from Commons containing the camera heading, as it once existed but is not available now
- if something doesn't exist now, in cannot have its full link or web address.
The problem was sufficiently described in the original one sentence. What was unclear about that? Don't know what are "Location templates for Commons photos"? Don't know what means "map of photos"? Don't know what is called "camera heading" and how it can be displayed in a map? Do you really think that the four-point scheme would help you to understand? Wouldn't it be better if you asked directly about what was not clear to you from that original description?

"camera heading" heading means direction. I think you mean camera location, as most photos don't have a heading (at least not a known one).
Just to clarify: You are assuming a lot of knowledge of the readers here about Commons, photos and locations. Most people will never have used any of that, you have to explain ALL of it and should not assume ANY knowledge of the reader, as that just results in this type of back and forth, which wastes everyones time.
Don't say "location templates" but link to the templates in question, don't say photos but link to the specific photos in question that should show the behaviour but no longer do so. Don't say wikishootme, link to the tools in question. Explain specific terminology etc etc. I personally might know a bit of how this gets used, but other people very likely do not.
I'm sorry - I tagged the bug report to the projects "Maps" and "Commons" and I supposed, that it will be dealt by people who have a basic knowledge of what maps are and how the Commons work. I considered it unthinkable that anyone who deals with maps for Wikimedia projects can not know how coordinates are standardly entered in Wikipedia, Commons and Wikidata. I thought that a broad explanation of the basic general concepts could overshadow the simple nature of the problem.
However, it is true that the orientation (heading, direction) of the camera (view) is a special attribute that someone may have not noticed to this day. (Don't confuse camera orientation with image orientation, that's maybe why Commons prefers the term "heading" as the parameter name.)
Exif metadata standard contains coordinates in Exif.GPSInfo.GPSLatitude and Exif.GPSInfo.GPSLongitude tags and camera heading in Exif.GPSInfo.GPSImgDirection tag (not to be confused with Exif.GPSInfo.GPSTrack field which records the direction angle of the photographer's movement from the previous image). However, only some rare types of cameras and smarthones use digital compass and record camera heading. Currently eg. Pentax K-70 and Pentax K-S2, formerly also some models of other big producers (Nikon Coolpix AW100, Samsung WB850F etc.), but for some reason, several manufacturers withdrew from its implementation again and newer models are without it again. Some rare types of smarthones also record view direction to Exif metadata.
In Commons geolocation projects, the community pages have long required the heading of the camera, and many regular contributors have routinely entered this information manually. See Commons:Geocoding#Parameters, Commons:Geocoding#Locator-tool, Commons:Geocoding#Things_to_do etc.
However, mass imports of photographs from external projects (Panoramio, Flickr etc.) have flooded the Commons with a large number of photographs, which often have very inaccurate coordinates and usually do not use camera heading data.
Formerly, Location template at Commons file pages listed ca 3 links to map services with the entry: "View this and other nearby images on..." Some of these maps showed orientation using arrow icons (rotated logo of Wikimedia Commons in 8 direction variants). However, the main of these services first ceased to be updated and later ceased to be completely available. Unfortunately, I could not find any screenshot of this map output, and history tracking of the Location template is corrupt and the former links are not available. The last clues of the description of this former function can be found on the page Template:Geogroup , documentation sections "Map of all coordinates on Bing" and "Map of all coordinates from Google" - camera heading is called "viewing direction" there. Currently, no map service with oriented icons is available there. Location template displays the corresponding oriented icon for the one specific photo on which page the template is located, but there is currently no map of Commons photos available in which the view orientation is visible for photos.
