Add search link and text to the no-JS page

Description

As an editor using a no-JS browser I want to be able to easily search for existing Lexmes in order to avoid creating duplicate Lexemes.

Problem:
We don't show the intro text with the search link on the no-JS page. We only show it on the JS page. We should show it on both.

Acceptance criteria:

  • No-JS page has the intro text with search link.
