I think that the mouse link pointer in Suggestions mode is more confusing than when it's displayed for VE (or Source editor). When a user in a editing mode, user remember that they got to the editing by clicking on the tab. So they see the mouse link pointer that is still present as a tiny bug (which in my opinion should be fixed). The Suggestions mode lands editors on a page and it could feel natural (and, arguably) even logical to click on Edit.
However, it's a really minor, inconsequential bug, especially since the behavior is consistent with other editors behavior.
