I inadvertently created tool-docs without making it a subproject of Tools. Could it please be moved to be such? Thanks!

https://wikitech.wikimedia.org/wiki/Phabricator#Converting_a_parent_project_into_a_subproject is the how. I'm not sure who other than an SRE can run this script these days.
