Steps to reproduce

1. Fresh install app, watch the notification calls traffic via Proxy as you log in (or automatically log in)
2. If your primary language has more than 50 notifications, you will notice the API calls automatically page for your primary language because it's importing (as expected).
3. Go to Notifications Center

Expected results

Visiting Notifications Center should only trigger a refresh call, therefore only fetching the first page when making the API call.

Actual results

API calls automatically fetch all the pages instead of stopping after the first page, as if it's importing again.
