Users in the mobile web skin cannot currently access Special:Preferences from the user interface. The only way of reaching this page is to directly navigate to it or switch to desktop view. Preferences contains critical user account features such as changing passwords, updating email addresses, configuring notifications, and accessing anti-harassment features.

This task tracks the Moderator-Tools-Team's work to design and implement a new UI for Special:Preferences which makes it accessible on mobile web.

For followers - with T311720 now merged this is technically resolved, but I'm going to leave it open as an Epic while we continue working on actual improvements to the Preferences interface.
