Use moment.js to render the duration and display the link: display of previous edit summaries

Description

This is a subtask of T240364 to ensure that the correct time is displayed to the user in the event that they leave their translation window open and come back later. E.g: if the edit summary timestamp reads 5 minutes ago, and they leave for 24 hours, the UI should show 1 day ago on that edit summary.

Deployed and tested on translatewiki.net. Leaving it open for few days in-case there is any feedback.
