[StoryBuilder] Inform a user about the minimum & maximum number of text characters

Description

Currently, there is an implementation of a maximum number of characters that a user can select/type when creating a Wikistory. There isn't a way of informing a user about this limit, however.

Acceptance Criteria

  • Implement a design to notify a user about the maximum number of characters permitted.
  • This could ideally inform the user real-time of the number of characters entered and the allowable characters remaining e.g 201/1000

Open question
Since this character limit is configurable in code, when this number is changed, will it automatically update the notification on the text entry screen?
