The gear icon is not an obvious interface solution for choosing a namespace for publishing a translated article. It is not obvious to a new user that he even has the ability to choose the namespace in which to publish the article. In my opinion, the currently selected namespace should be displayed next to the publish button. Probably, at the same time, it may be worth removing the user namespace prefix in the edit field, since the user should not publish translations to someone else's personal space anyway.
