Decommission the FlowReplies instrument

Description

According to the EventLogging Schema Audit spreadsheet, the FlowReplies schema (and associated instrument) should be decommissioned.

hi @phuedx – please consider this comment confirmation that the Editing Team is not using the FlowReplies instrumentation nor do we have plans to use it in the future.

As such, we (@MNeisler included) do not have concerns with y'all decommissioning this instrumentation.
