Section Translation doesn't include any reference

Description

Publish translation of any section/create new article that has references using SectionTranslation.

What happens?: Section Translation doesn't include any reference in the published section. Previously sectiontranslation used to include references.

What should have happened instead?: Section Translation adds reference in the published section.

(If you use desktop, content translation correctly adds references when you publish.)

Found that the reference data local resolution is completely broken. Fixing it soon.
