This can't be fixed in the Incubator, because category collation depends on the language of the wiki (and not a user's interface language). However, we can add code so that it will be correct when the Skolt Sámi Wikipedia is launched (as long as the correct collation is in the CLDR, but I believe it is), but it won't have any immediately noticeable effect.
