Request Title: Development of SimilarUsers service and data pipeline for scale

• Request Description: The SimilarUsers proiect was a collaboration between AHT, Research and Platform. In its current state the feature would be able to operate on enwiki for a small trial, however. we need the feature to work on other wikis. At least, we would need to support beta and testwiki, but we would like to extend our trials to smaller wikis to validate the data model and the feature as a whole. In order support other wikis and operate at a larger scale some work is needed.
