What happens?:
Despite both candidates having images on the sidebar of the page (and the image of the seal of North Carolina is on the page), one of candidates portraits is chosen for the hero image.

What should have happened instead?:
The seal of North Carolina image should have been chosen as the hero image. This is how it works on the other elections page. What is currently happening is confusing because it would lead one to believe that the page is about this one person, or that the one person had won already won the election. The image misrepresents of the subject matter of the article.

My belief is that this is happening because one of the candidates has a high-quality photograph and the other has a low-quality photograph.

Would the solution here be to implement a tag, where an image can be tagged as the mobile-hero image?

What is a "hero" image? Which "app" is this about exactly?

The official iOS mobile app.

I'm calling it the "hero" image, but there are a few names for this kind of thing. It is the image that shows up before any of the article text. Some articles do not have them (particularly when they do not have images), but many / most do.

Thanks for clarifying! As far as I know the lead image of an article depends on the wiki content.
This cannot be fixed by any code changes in the app itself. Same in a desktop browser:
