Not offer [subscribe] when disabled in options.

Description

Sometimes I edit some discussion and relevant section turns to [subscribed]. But I didn't noticed any response in that sections.
Now I found I have in my options disabled notification for subscribed sections, so I was never informed about new reply when I was relying to notification.

Then I enabled it, but have dozens of notifications for pages also in watchlist :-( , see T287790

Notes

Currently, it's possible for two things to happen:

  1. [ subscribe ] affordances appear on talk pages you visit
  2. You become automatically subscribed to discussions you comment in and start
  3. You will NOT receive any notifications for new comments in sections you've subscribed to IF none of the notification delivery options are enabled for the Talk page subscription setting within Special:Preferences#mw-prefsection-echo

To clarify:

  • You had "Enable topic subscription" turn on in [[Special:Preferences#mw-prefsection-editing-discussion]]
  • You had "Talk page subscription" turned off in [[Special:Preferences#mw-prefsection-echo]]
  • The net result is that you could see and click a [subscribe] button, but you never received any notifications, because displaying the notifications was turned off in the Notifications/Echo preferences.
