I was trying to archive the en.WP article [[Burnett Heads, Queensland]] with "Add archives to all non-dead references"

I get the error message in red

But there is no blocked link shown. I saved the edits to the article without triggering any blacklist warning prior to using IAB, so if there was something on the blacklist, wouldn't it have triggered then? I've gone through the URLs but nothing is leaping out at me as likely to be blacklisted. Most of the references are to websites I and others frequently cite, government sources, etc. I'm stumped as to what the problem URL is, without being told by the tool which it is.
