Mobile "Read as wiki page" footer interferes with talk page content and empty state

Description

This task is involves the work of revising the behavior of the "Read as wiki page" footer that currently appears "atop" mobile talk pages.

Behavior

  1. Using the mobile site, visit a talk page where the mobile Usability Improvements are available (e.g. https://patchdemo.wmflabs.org/wikis/916be355b2/wiki/Talk:Frances_Perkins)
  2. Do any of the following: A) scroll the page, B) expand discussion sections to reveal the comments contained within them, **C) open the Reply Tool

Actual

  1. ❗️Notice the Reads as wiki page footer appears at the bottom of the screen and remains visible as you interact with the page, distracting you from what you are likely in the midst of trying to do/see

Desired

  1. ✅ The Read as wiki page link does not appear on-screen until people scroll to the bottom of the page. Said another way: people would not see the Read as wiki page link/footer until they scrolled to the bottom of the talk page.

Event Timeline

Per today's team conversation, in the near-term, we're going to do what this task is describing: change how the Read as wiki page link behaves such that it no longer floats "atop" any content.

In the longer term, assuming usage of the Read as wiki page view wanes (here is the ticket where we will evaluate this: T310217), we plan to deprecate the Read as wiki page view entirely (this work would happen in T280417).
