Background: This is for the no JS version for the work done in T308574. It would probably need a button for search and a way of dealing with going through the list (pagination). We would need these questions answered before the engineers can work on T310152.

Acceptance Criteria:

• Provide design specifications for how search button should look and behave for no-JS users on EventDetails
• Provide design specifications for how pagination of the participant list should look and behave for no-JS users on EventDetails
