Ask the rasterizer for the (nonexistent) Klingon (tlh) language version of a file:

What happens?:
Image displays the Tagalog langtag tl

What should have happened instead?:

the"default" language should have been displayed

I wonder if this might be fixed if in the future with use --accept-language for the renderer

Possibly a dupe of T154237 and old librsvg bad matching.

IIRC, librsvg reversed the sense of the langtag match. In comparing "tlh" to "tl", it would check that "tl" is a substring of "tlh". It should have checked that "tlh" is a substring of "tl" (which would fail).
