FRTech, I confirmed before we launched the campaigns through Dlocal that we apply the same fraud rules to the volume flowing through dlocal as we do through Ingenico and Adyen. I am learning that with Dlocal, there is a difference in the transaction flow vs the other providers. Through Dlocal a conditional deposit is done meaning that if we get a valid authorization they immediately settle/deposit the transaction. With our other processors the transaction flow is two steps: Authorize and separately settle. Dlocal is one step. There is no opportunity for the Payments Team to review the transaction and make a determination to settle the transaction if the donor ends up being valid. Further, there is an issue being tracked in phab# https://phabricator.wikimedia.org/T310383 where the donor is getting a TY page if we stopped their transaction after applying the fraud filters, which shouldn't be happening. Could it be that we are applying the same provider logic to Dlocal but we should not be because the transaction flow is different (i.e., conditional vs two step as with our other providers)? We are concerned that many donors would be impacted by this so would like to escalate the review of this. Can we turn off the fraud filtering for Dlocal as a quick fix?
