Tasks have other assignee field. Web team has been using this but recently realized some of its team members cannot see it. This was leading to confusion in the process of how we work.
Further inspection suggests you need to be in the NDA group to see it.
I don't see why this should be the case, so could we please make it so that everyone can see this field?

The title seems strange, should it rather be “Should not require an NDA privilege to see in Phabricator the “Other assignee” field”?

Also interestingly, I can't see the other assignee on field on this task (but can on T300612). It would be good to consistently show it across all our templates.

Me neither, if you refer to the "Add Action..." dropdown or fields exposed after selecting "Edit Task".

I really do not think so. If some inspection took place, more info would have been always welcome.
This task uses https://phabricator.wikimedia.org/transactions/editengine/maniphest.task/edit/59/ as its Edit (and not Create) Form, due to its subtype Bug Report.
Thus https://phabricator.wikimedia.org/transactions/editengine/maniphest.task/view/59/ defines which fields are visible.
I changed "Other Assignee" from "Hidden" to "Visible". Now the field is visible for me. Resolving.
