"Add interlanguage link" present on the Wikimedia Incubator even though it isn't a Wikidata client

Description

List of steps to reproduce (step by step, including full links if applicable):

  • Go to any page in the Wikimedia Incubator, like the Main Page: https://incubator.wikimedia.org/wiki/Incubator:Main_Page
  • Observe that there is an "Add interlanguage links" in the toolbox on the left
  • Click it
  • Try to enter anything in the first box (Language) in the widget
  • No matter what language you enter, nothing shows up, and you can't proceed

What should have happened instead?:
As long as the Wikimedia Incubator isn't a Wikidata client (not sure this is the right term?) that you can add interwiki links to, the "Add interlanguage links" should not be shown.

Note that I (with the help of @Nikki) have developed a gadget (turned on for everyone by default) that replaces this link with a visually identical one with different functionality. So in order to see this bug in action, you need to use ?safemode=1 or disable the gadget (named "Interwiki") in your preferences.
