There are 2032 items from in IUPUI's collections using the No Copyright - Non Commercial Use Only rights statement. This statement indicates that the institution recognizes the items are in the public domain, but for some reason is placing conditions on their use which are incompatible with upload to Wikimedia Commons. Since public domain means they can be used by anyone for any purpose, without permission, we need to investigate if these items can be relabelled using NoC-US.
