Upgrade Jenkins to latest LTS 2.346.1

Description

We currently run Jenkins 2.332.4 which has the latest security fix. A new LTS 2.346.1 has been released and we should upgrade to it.

I have upgraded releases1002 releases2002 and contint1001.wikimedia.org

contint2001.wikimedia.org is the primary for CI. Will upgrade it outside of deployment windows / busy hours. After upgrading we MUST run puppet and restart the service due to upstream shipping their own systemd unit definition T308637, we thus have to:

apt install jenkins
puppet agent -tv
<bunch of diff>
systemctl restart jenkins
