Detach orange bar, notification read status and last pageview time for talk page notifications

Feature summary
When someone posts on my talk page, I currently get TWO pings. Interesting implementation... that might actually be worth a separate ticket.

And of course it displays the giant orange bar. Anyway, oftentimes my workflow is I go read the message (which marks the ping read). But then I go to my ping drawer and mark it as unread again so I don't forget to work on it. However marking it unread again brings back the orange bar.

  1. Would be nice if marking a once read ping as unread would not bring back the orange bar.
  1. Re-visiting the user talk page should not clear all user talk pings. Other ping pages don't work like this, it's unique to user talk.

Use case(s)

Benefits
Improved ability to use pings as a "todo list". Improved differentiation between a new talk page message and an old talk page message.

Please file a separate bug if something is causing duplicate notifications, we are generally trying to avoid those.

I was unable to replicate it on testwiki just now with a different account. It must involve enwiki settings or my enwiki account's preferences. I'll keep an eye on it and see if I can get steps to reproduce for a separate bug report.
