Normally after opening the user menu button, navigating next on a screen reader should immediately read out the user menu links. On VO/Safari, the user menu content is skipped.

Developer notes

Considering this doesn't occur on FF/chrome, this is probably some browser/screen reader quirk. The issue also seems to goes away when the title attribute is removed from the user menu button. The title attribute is known for it's poor accessibility, inconsistent browser support and screen reader implementation, but we also still relying on it to provide tooltips.
