Description

Currently, my language fallback chain only takes my Babel into account on Wikidata, but not on Test Wikidata:

I’m pretty sure this is because the Wikibase code (LanguageFallbackChainFactory::getBabel()) only takes into account the babel levels configured in $wgBabelCategoryNames; in production, we set all labels to false by default, and only configure proper category names again for Wikidata, so it’s unconfigured on Test Wikidata. We should fix this.
