The device lab image installer (derived from upstream) needs some basic checking when changes are submitted, e.g. to catch missing files or typos in the vmdb2 YAML.

The plan is to implement these checks in the new Gitlab environment, since: a) it's the future, and b) Debian salsa also uses Gitlab, so we might be able to upstream some of this work.
