No JS - The frame text fields are cleared when there is an error

Description

Steps to replicate the issue (include links if applicable):

  • Go to the no JS form to edit a story, for example - here
  • Enter an incorrect name of an image
  • Enter some story text
  • Publish the form.

What happens?:
An error message is shown for the incorrect filename but the text entered for that frame is also deleted.

What should have happened instead?:
The story text entered should still have been present.
