Upload shiny-server .deb to our Buster apt repository

Description

Posit (formerly RStudio, as of today) provides Shiny Server as a package for Ubuntu 18.04+ (https://download3.rstudio.org/ubuntu-18.04/x86_64/shiny-server-1.5.19.995-amd64.deb).

We have an old version for Debian 9 Stretch (T168967), which replaced Debian 8 Jessie version (T164603). Since we've moved on to Debian 10 Buster and newer, could we please get a new version of shiny-server .deb in our apt repo so shiny-server Puppet module can be used again?

This can also replace the deb we currently have (https://apt.wikimedia.org/wikimedia/pool/main/s/shiny-server/)
