Section Translation supports both expanding existing articles as well as creating new articles. However, when creating a new article, users may find text that assumes that an existing article is being expanded, which can be confusing for users.

In particular, when the user is in the publish step for a new article and selects the publish settings (cog icon), the default option is to "Publish as a new section" which is not consistent with the information shown before (adjusted in T294062 to indicate that a new article will be created).

This ticket proposes to adjust the text for the first option in the publish settings (only when creating a new article) in this way:

Publish as a new page
Create a new page in the main namespace.
