Add Existing Dashboards to Terraform

Description

We should add any existing or recently created custom dashboards to terraform and check them into git.

https://registry.terraform.io/providers/hashicorp/google/latest/docs/resources/monitoring_dashboard

A/C:

  • It should be tracked in git
  • The code for this should be stuck in a terraform module where appropriate (e.g. where they are used for both staging and production)
