Now that T306032: Adapt GrowthExperiments to new Image Suggestions API is complete, we can remove the code that supports the MVP image recommendation provider.

Oops, this is blocked on T306349: Public-facing API for querying image suggestion recommendations and submitting user feedback. Leaving in current sprint for now in case the workaround proposed in T306349 is acceptable.
