Unable to list web proxies via horizon UI: "upstream request timeout"

Description

I'd like to list web proxies for 'monitoring' project (though other projects behave the same) and https://horizon.wikimedia.org/project/proxy/ doesn't load, yielding upstream request timeout

Fixed by updating some outdated firewall rules that'd been broken after we introduced some new hardware (T305414).

I can now access the web proxy management part of Horizon now, thank you!

I don't know if this is related but when I try to create a proxy I get the spinning thing and "Working…" and then it errors out with the message "Danger: There was an error submitting the form. Please try again."

Not sure if I should make a separate task or if it's related to this one.

I can reproduce this but it seems like a different issue.
