Per T129954 and T188434, currently Herald rule H143 is defined as:

When all of these conditions are met:
- Project tags include any of CirrusSearch, Elasticsearch, MediaWiki-Search, GeoData
- Project tags include none of Discovery-Search (Current work)
Take these actions the first time this rule matches:
- Add projects: Discovery-Search.
