This is an email from the Regional Internet Registry RIPE NCC

We are in the process of contacting LIRs that hold or sponsor AS
Numbers which are not visible in the global BGP routing table. More
information about this project can be found at:

According to https://stat.ripe.net/, the following AS Number(s) 
that you hold or sponsor are not announcing any prefixes:
AS43821 - ORG-WFI2-RIPE - Wikimedia Foundation, Inc.
Can you please clarify if the AS Number(s) are in use or will be used
in the next three months?
If an AS number is not in use:
We consider three months to be a reasonable period of time in which
the ASN will be used. This is also the time period we advised in our
proposal to the Address Policy Working Group. If you feel the time
period of three months is too short you can always consider returning
it to the RIPE NCC free pool and request a new one when needed.
Requesting a new AS number is easy, you will receive one the next
business day if we receive a complete/correct request.
In case an AS Number is in use:
Please provide us with a short description of how the AS Numbers is
currently used. We would like to provide the RIPE community with some
feedback on how AS Numbers, that are not visible in the routing
system, are being used.
