UX tooltip i18n message and system authorisation message disagree as to what users can edit function definitions

Description

Message [[MediaWiki:Wikilambda-editor-fn-edit-definition-tooltip-content]] should be updated to match [[MediaWiki:Wikilambda-special-edit-function-definition-description]].

The former says that only admins can edit the function definition. However, the latter has the group specified as a parameter so that any configuration change is automatically reflected into the interface.
