LibUp is down because of errors like: sqlalchemy.exc.OperationalError: (pymysql.err.OperationalError) (2003, "Can't connect to MySQL server on 'rtriy5eslxo.svc.trove.eqiad1.wikimedia.cloud' ([Errno 111] Connection refused)").

The database is in trove so it's out of my control. The cloud team is debugging issues with rabbitmq (T314522 has some info), hopefully once that is fixed it'll make LibUp work again.
