Description

For the initial work on this task, we'll do some research and take notes [timeboxed to ~2 hours] as to what might be causing this issue.

Steps to replicate the issue (include links if applicable):

Perform five failed login attempts on a non-mediawiki.org wiki
Receive the email notification and click the link shown there (such as https://mediawiki.org/wiki/Special:MyLanguage/Help:Login_notifications?markasread=253897463&markasreadwiki=enwiki)

What happens?:
The notification is still unread in Echo:

What should have happened instead?:
The notification should have been marked as read.

The issue is confirmed - it's not specific to the clicking link in email.

a user logs in to testwiki
sees a failed attempt to login notification
clicks on the notification -gets to mediawiki Help page
clicks to return back to testwiki - the failed attempt notification is still not markasread.

I checked other Echo notifications - in-wiki and cross-wiki - that have markasread in url; they work as expected. The link for the failed login attempt notifictation leads to mediawiki page with help - href="https://mediawiki.org/wiki/Special:MyLanguage/Help:Login_notifications?markasread=96395&markasreadwiki=testwiki".
