[timebox/research] Cross-wiki failed login notifications are not marked as read by "markasread" links

Description

For the initial work on this task, we'll do some research and take notes [timeboxed to ~2 hours] as to what might be causing this issue.


Steps to replicate the issue (include links if applicable):

What happens?:
The notification is still unread in Echo:

What should have happened instead?:
The notification should have been marked as read.

The issue is confirmed - it's not specific to the clicking link in email.

  • a user logs in to testwiki
  • sees a failed attempt to login notification
  • clicks on the notification -gets to mediawiki Help page
  • clicks to return back to testwiki - the failed attempt notification is still not markasread.

I checked other Echo notifications - in-wiki and cross-wiki - that have markasread in url; they work as expected. The link for the failed login attempt notifictation leads to mediawiki page with help - href="https://mediawiki.org/wiki/Special:MyLanguage/Help:Login_notifications?markasread=96395&markasreadwiki=testwiki".

@KStoller-WMF @DMburugu I propose we do some research (timeboxed to 1-2 hours) to see if we can identify the problem, and write up notes on this task.
