Find way for tool to be multilingual and a way for editors to add their localizations to meta.

Started a JSON page where translations for the user script will live:
https://meta.wikimedia.org/wiki/View_it!_Tool/translations.json

I've placed this in the mainspace so others may edit. In the user script, I'll probably pull from a specific version of the page, so vandalism and security concerns are mitigated.

User script now supports multiple languages.

As mentioned before, the translations live at https://meta.wikimedia.org/wiki/View_it!_Tool/translations.json, and may be edited by anyone.
These translations are copied into the user script, for security and to avoid excess API calls -- so just note that any updates to the translations will not be reflected immediately.
